Effective January 31, 2006 the following credentials are the only ones that must be used for identification purposes when titling and registering a vehicle in Pennsylvania:


  • A valid Pennsylvania Photo Driver's License
  • A valid Pennsylvania Photo Identification card
  • A valid Pennsylvania Photo Exempt Driver's License
  • A valid Pennsylvania Photo Exempt Identification card
  • A valid U.S. Armed Forces Common Access Card (Dependents of Armed Forces Personnel must provide a valid United States Uniformed Services identification and Privilege Card (DD Form 1173)

NOTE: The requirements for Pennsyvlania ID do not apply to the seller or sellers of a vehicle. However, this does not exempt the seller or sellers from providing valid government issued photo identification for identification purposes when completing motor vehicle documents as the seller of the vehicle.

Each of the documents above must be in the same name as the name listed on the motor vehicle form.

In addition, motor vehicle documents may not be issued to an out of state address. Only the customer's bona fide Pennsylvania numbered street address may be listed on an application to title, register, renew a registration or any change of address.


To Complete Your Transfer You Will Need the Following:


  • Pennsyvlania Driver's License
  • Title
  • Mileage
  • If you need a license plate you will need to bring proof of unexpired Pennsylvania Insurance.
  • If you are registering a motorcycle or motor home, we must have an insurance card with the specific VIN number of the vehicle on your insurance card
  • The seller needs to bring proof of identification.
  • If there are 2 people listed on the title, both must show up.
  • We accept cash, checks, credit cards and debit cards

When a Registration Plate Needs to be Returned:


Insurance companies are required to notify PENNDOT when an insurance policy is cancelled by the insured or the insurer. A supension may be avoided by the return of the registration plate & registration card to PENNDOT at the time the insurance policy is cancelled, financial responsibility lapses, or when the vehicle becomes inoperable for a period of greater than 30 days.

However, if you obtain insurance at this time, this will NOT avoid a registration suspension, if the lapse is more than 30 days from date of cancellation.

NOTE: The registration plate must be returned within 30 days of the insurance policy cancellation date.


Where to Return a Registration Plate:


Registration owners can return the plate and card in person. Please DO NOT mail the plate or card.
